What is the name of fringed leather flap in the traditional golf shoes?

There is no specific term to describe this flap size of the skin of a removable hand that is connected at the top of golf shoes with laces that close the same shoe. The initial goal was probably late to protect the opening of the shoelace. Now, is used more as a twist on the classic saddle shoes for two courses or in the street "schoolgirl" shoes. Does anyone know what is called FLAP??

I looked around, flap appears to be an option. Also called a language, but not a common reference.
